Rishi Ramlogan, M.D.

General & Bariatric Surgeon

Dr. Ramlogan treats patients with a broad range of bariatric, laparoscopic and general surgery concerns. His special areas of interest include laparoscopic gastric bypass, gastric banding, sleeve gastrectomy, revisional bariatric surgery, hernia surgery and anti-reflux surgery.

Dr. Ramlogan, who was born and raised in Trinidad and Tobago, received his Medical Degree from the University of the West Indies. He completed his internship and began residency at the Mount Sinai School of Medicine (Cabrini) program in Manhattan. Dr. Ramlogan was named the most outstanding intern of his class followed by the most outstanding resident in the program. Dr. Ramlogan then completed his residency at the New York Medical College (Sound Shore) program where he went on to serve as chief resident.

In 2011, Dr Ramlogan completed a fellowship in advanced laparoscopy and bariatric surgery at Danbury Hospital, CT. He is board certified by the American Board of Surgery (ABS).

Dr. Gilbert Abou Lahoud, MD
General & Minimally Invasive Surgery

Dr.Gilbert Abou-Lahoud is a general surgeon with Surgical Healing Arts Center. He received his Bachelor of Science degree in Microbiology and Biotechnology from Florida Atlantic University, followed by his medical degree from Ross University School of Medicine. Dr. Abou-Lahoud completed his surgical internship at the Mayo Clinic in Rochester, Minnesota. He went on to finish his surgical training at the University of Maryland in Baltimore where he served as chief resident. 

Prior to joining Surgical Healing Arts Center, Dr.Abou-Lahoud worked at Associates in General and Vascular Surgery as well as the Department of Surgery at Mercy Medical Center in Baltimore, Maryland. His surgical area of expertise is minimally invasive laparoscopic and Robotic Abdominal Surgery. Dr.Abou-Lahoud is originally from Lebanon and has been a Florida resident since 1992. Dr.Abou-Lahoud speaks five languages including English, Lebanese, Spanish, French and Portuguese .


Stephen Fleischer, D.O., FACOS, FASMBS

Advanced Laparoscopic General Surgery & Bariatric Surgery

Dr. Fleischer focuses on compassionate, quality patient care while maintaining an interest in innovation and the advancement of surgery medicine. His special areas of interest include: Roux en Y Gastric Bypass, Sleeve Gastrectomy, Gastric Banding, Revisional Bariatric surgery and Advanced Endoscopic therapies as well as general surgical procedures including Cholecystectomy, Complex Abdominal Wall Reconstruction, Inguinal Ventral Hernia Repair, Hiatal Hernia Repair and Nissen Fundoplication.

Before joining the Surgical Healing Arts Center, he was advanced laparoscopic general and bariatric surgeon at HonorHealth Bariatric Center in Scottsdale, Arizona, as well as Kettering Health Network in Dayton, Ohio. He is a Clinical Associate Professor for the General Surgery Residency Program at Ohio University College of Osteopathic Medicine for Kettering Health Network, Grandview and Southview Hospitals in Dayton, Ohio.

Dr. Fleischer received his bachelor’s degree in psychology and pre-med at Kent State University and his Doctor of Osteopathic Medicine at Ohio University College of Osteopathic Medicine. He completed his general surgery internship and residency, serving as chief resident and resident advisory committee member, at Ohio University and Kettering Health Network, Grandview and Southwest Hospitals. He is board certified in general surgery by the American Osteopathic Board of Surgery (AOBS) and is a fellow for the American College of Osteopathic Surgeons and the American Society of Metabolic and Bariatric Surgery.

Kelsey Vest
Practice Manager

Kelsey is the practice manager for Surgical Healing Arts Center, having worked with Dr.Shieh since 2008. Kelsey focuses her energy on maintaining the effectiveness and performance of the office. She assures efficiency and stability of the medical operations and strives to guarantee spectacular customer service in all aspects of the practice. Kelsey has hands-on experience in multiple office areas, from front desk to insurance verification and billing. She is passionate about her work and enjoys helping patients achieve results.


Juan C. Ibarra, MSHIM, CPHIMS, SA-C

Director of Health Informatics / Surgical Assistant  

Before coming to the United States, he had an active academic and medical practice specialized in Bariatric and General Surgery. He obtained the surgical assistant certification in the US, adding his years of knowledge and experience in assisting our surgeries.

Native of Caracas, Venezuela, he received the Medical Degree from the School of Medicine "Luis Razetti," Central University of Venezuela. Juan started his training in General Surgery at the Ohmori University Hospital, Toho Medical University, Tokyo, Japan, completed his residency at the University Hospital of Caracas, Central University of Venezuela. He then completed in the same Hospital additional years of subspecialty training in Bariatric and Metabolic surgery. He became an attending surgeon, teacher & mentor for residents and medical students for five years.

His clinical interest includes the medical and surgical management of the patient with obesity, and the wide variety of minimally invasive procedures of the upper GI. Dr. Ibarra is an international member of the American Society for Metabolic and Bariatric Surgery.

Juan's interest in patients' care goes beyond clinical knowledge; he is passionate about innovation and information technology as a means that facilitates the clinical and administrative health processes. He earned a master's degree in Health Informatics at the University of South Florida, and is certified professional in health information and management systems (HIMSS).
